Remove the Gitpod setup and add a VS Code Dev Container configuration.
The Dev Container configuration can be used both locally and in GitHub
Codespaces.

There's more fine-tuning to be done, especially around running tests
without nox; I'll revisit that in follow-ups once discussions have
settled down.
